There's a particular frustration that comes with apartment living: the footsteps overhead at 6am, the click of heels on a hard floor above your ceiling, the sense that your neighbour's day is playing out through your living room. It's also the reason choosing flooring for apartments in NZ is rarely as simple as picking a colour you like. Above almost every multi-unit floor sits a set of acoustic rules — and a body corporate watching closely.

The good news is that you can have the warmth and timber look of a hard floor in an apartment without becoming the neighbour everyone complains about. It takes an understanding of NZBC Clause G6, the right acoustic product, and a little paperwork. This guide walks through what the Building Code requires, how hard floors gain approval, what your body corporate will expect, and how to choose a floor that's as quiet as it is refined.
Sound between apartments is governed by Clause G6 Airborne and Impact Sound — the part of the Building Code dedicated to keeping noise from travelling between separate households. For anyone specifying or renovating an apartment, it's the single most important standard to understand before a floor goes down.

G6 sets minimum acoustic performance for the building elements shared between tenancies. As Building Performance sets out, inter-tenancy walls, floors and ceilings must achieve a Sound Transmission Class (STC) of no less than 55, and inter-tenancy floors must also reach an Impact Insulation Class (IIC) of no less than 55. For an apartment floor, both numbers apply — it has to resist airborne noise and footfall alike.
It's worth knowing where the clause stops. G6 applies only to connected dwellings — the floors, walls and ceilings shared between neighbouring occupancies. Where dwellings aren't physically connected there's no G6 requirement for sound insulation, no matter how close they sit. So the rules bite hardest in apartments and stacked tenancies, exactly where impact noise travels most readily.
The two ratings measure different problems. STC describes how well an assembly blocks airborne sound — voices, music, a television. IIC describes how well a floor absorbs impact sound, the footsteps and dropped objects transmitted from the unit above. A bare concrete slab handles airborne noise reasonably well but, as Medium Density NZ notes, will faithfully transmit every footstep to the home below. That's why the floor covering you choose matters so much for IIC.
It's also worth treating 55 as a floor, not a ceiling. The Code's minimum still lets a fair amount of noise through, and acoustic specialists commonly recommend aiming higher — often toward 60 to 65 — for medium-density homes where comfort genuinely matters. A floor that comfortably clears the minimum gives you headroom against real-world variables like flanking and installation tolerances.
This is the question we hear most often, and the honest answer is: yes, but not by default. Hard flooring is entirely achievable in an apartment — it simply has to be proven, rather than assumed, to meet the impact standard.

Tile, timber, vinyl, LVT and hybrid floors can all be specified in an apartment, provided they can be shown to achieve an IIC of 55. Because these sit outside the Acceptable Solution, they're approved as an Alternative Solution. In most cases that means pairing the floor with an acoustic underlay, or choosing a product with an acoustic layer built in. A rigid hybrid floor with an integrated acoustic backing and specialised acoustic core construction is one of the more elegant ways to meet the standard without a separate underlay system.
The proof comes from testing. As Agile Engineering describes, an Alternative Solution is verified using Verification Method G6/VM1, with sound-test results required to fall within 5 dB of the 55 dB target. Critically, these tests are carried out on site by an acoustic engineer — Auckland Council confirms field tests follow ISO 140-4 for airborne sound and ISO 140-7 for impact sound. A laboratory figure from a product brochure is a useful indication, but it's the in-situ field result, measured through your actual floor and ceiling, that demonstrates compliance.
There's one practical exception worth knowing. For side-by-side household units such as townhouses, Auckland Council notes a field test isn't always required where the proposed inter-tenancy system is already a tested and proven one — instead, the council inspects the build at the pre-line, post-line and final stages to confirm it's been constructed as specified. In stacked apartments, where impact noise travels vertically, field testing remains the norm. Either way, the message is the same: choose a system with a documented acoustic pedigree, and install it precisely.
Understanding the science behind these products makes specification far less daunting. Acoustic performance isn't magic — it's resilient separation, engineered to interrupt the path that impact energy takes through a floor.
When you compare acoustic products, the figure to look for is the impact sound reduction, often expressed as ΔLw or, ‘the Delta’ - the difference a product and its underlay make to impact noise compared with a bare slab.
There are two broad approaches. The first lays a hard floor over a separate acoustic underlay layer. The second uses a product with the acoustic layer bonded to the plank and ideally a core specifically engineered for sound reduction, creating a single-layer acoustic system that installs as one floor. One detail catches out even careful renovators. Sound doesn't only travel straight down through a floor; it can move sideways through adjoining structure — into a floor, under a wall, and out into the room beyond. This is flanking noise, and it's why G6 compliance is a property of the entire floor and ceiling assembly, not the floor covering alone. Specifying a strong acoustic floor is essential, but it works best as part of a well-considered build-up.
In a New Zealand apartment, the Building Code is only half the story. The body corporate has its own say, and overlooking it is one of the more expensive mistakes an apartment owner can make.
Most apartments are owned under unit title, a structure governed by the Unit Titles Act 2010. The body corporate — made up of all unit owners — can set operational rules that manage how the building is used, and these are enforceable. As Unit Titles Services notes, the way an owner uses their unit can affect the neighbours, and floor coverings are a frequent subject of those rules.
If you're lifting carpet and laying timber, tile or hybrid, expect to seek approval first. Many body corporates require a written proposal, an acoustic underlay to a specified standard, and sometimes an acoustic engineer's report confirming the new floor will perform. Some go further, asking for a bond before work begins, or restricting hard floors above the bedrooms of neighbouring units. The smart sequence is to confirm your building's rules, choose a compliant acoustic product, and gather the documentation before the install begins — not after.
Timing matters as much as paperwork. Body corporate committees meet periodically, so an approval that depends on a committee decision can take weeks to secure. Building that lead time into your renovation schedule keeps the project moving and avoids the awkward position of having product on site and no consent to lay it.
The risk of skipping this is real. Hard-floor noise is one of the most common sources of friction between unit owners, and disputes can be escalated to the Tenancy Tribunal, which handles unit title matters. An owner who installs a non-compliant floor without consent can be ordered to put it right. Doing it correctly the first time — with the right acoustic floor and the body corporate on side — saves both the cost and the conflict.
With the rules understood, the choice becomes far more enjoyable. The goal is a floor that satisfies G6, clears the body corporate, and still delivers the look and feel you wanted in the first place.
